I use it on bosses and bosses alone and only in prophesies. It is an exploit one would say. Bosses have a hex duration reduction. This makes Wastrels a great skill on bosses. Instead of 3 seconds to wait for it to trigger it is 1.5 so you can spam it on a boss over and over and over and over the damage multiplies very quickly. If the boss gets a spell/skill off and it cancels the hex who cares you will hex them again in about 2 sec. Bosses are very predictable in prophecies once you get use to the way they play.

On a side note I have one more reason to toot a Mesmer. I ran the build I posted minus arcane conundrum with energy surge in its place for the final 3 missions of prophecies. I used only the available henchmen and a non max weapon set of collectible quest items. I seriously mowed thru all the ring of fire missions and bonuses with no problems. It was fastest completion of the missions I have ever done. I was not trying to go fast. I was just able to do it because I was a Mesmer causing mass havoc. Being able to stop enemies from attacking/casting is the most underrated skill out there. It takes a dab of luck, a pinch of patience a smidgen of finesse. This is not a 123 class. This is up a notch from that. Good luck to you all

On equipment: maybe you should mention that 40/40 sets, like for Elementalists, are pure win. The best thing about them is that they're easily obtainable (collectors!) and transferable to PvP.

played mesmer for 2½ years, please make some changes within the "domination magic" info.
It's not only vs casters.

It's quite possible to create Domination-Illusion hybrid, by using skills which work well together from both lines. Such synergy can be seen from Arcane Conundrum, Frustration and Domination interrupts.

Yeah, the only difficulty is balancing energy usage. If you're using a lot of fire-and-forget hexes it's not as much of a problem.

I use a green Domination wand as well as Illusionary one and the time eater.I do have collector offhand can't recall stats as well i use the mindclouder.I can't recall the names of the wands.

Right I've added notes on this to the Weapons section. If someone wouldn't mind checking it over that would be appreciated in the event I've forgotten something, am incorrect, or otherwise.

For PvE I prefer a higher energy set to a higher health set so I either use an insightful staff of fortitude(Hale and Hearty, +5e while hp>50% inscription) or a wand of memory (hale and hearty again) and focus of fortitude (20% recharge inscription). This is because monsters are generally easy to kite, since their AI is so predictable.

Also many of the popular PvE mesmer builds are very energy intensive for a mesmer and in HM, each hit is typically 100 to 150 damage on a squishy so that little health is not going to make much of a difference between life and death.

I am sure there is a limit to the faster cast animation in the game, so having a high enough fast cast may make the HCT mod not that useful. Saving 0.32s on a 2s spell casting time, with already 9 to FC doesn't seem too great to me. The 40% HCT mods make more sense to the other more popular caster professions, with fewer energy issues, than to mesmers. I would go for the 40% recharge mods though.

Fast Casting is only for Spells and Signets.

I am guessing the arrows in question come from a bow?
In the case - no.
FC affects "spells" and "signets" only. Bow arrows count as an "attack".

If you are referring to the skill "Shock Arrow" - then the spell does activate faster. Flight time should remain the same though.

Something slightly off-topic (but pumpkin pie reminded me of) that I cannot seem to get through people's heads is that Rituals, whether Binding or Nature, are not spells. I've had multiple people pm me in towns (I'm almost always Me/Rt) asking me what the trick is to dropping spirits faster. As common sense as it may sound, it may be worth dropping a line about it in either Fast Casting or the Ritualist/Ranger secondaries.

Great guide BTW, if I haven't already said it at some point.

Yeah, most of the energy management skills are in Inspiration. Illusion does have a few fire and forget, but they are slow, expensive (the burden spells). Domination has a couple that are a bit more active, but they rely on the opponent to do something; if they don't cast a spell, you get no energy.

That is why most Mes builds are either Ill. or Dom., with a minor in Inspiration. The inspiration is for energy management, defense, and healing. Basically, all the support stuff.
